They might seem like simple elements of street furniture, but in reality they have a very different function. In an alley near the Central Station, ornamental plants, clotheslines, chairs, vases and garbage cans are used to occupy the roadway and create “reserved” parking spaces.
These illegal deterrents are kept outside homes and placed at the appropriate time to prevent third parties from parking.
A resident told Green-Left Alliance MP Francesco Emilio Borrelli: "Via Giuseppe Silvati, a side street off Corso Garibaldi, has become a jungle where the law of the strongest prevails. I once tried to move a tree to park, but was threatened and forced to leave.
At the end of September I reported the incident to the local police of San Lorenzo, I sent and resent emails, but to date the situation has only gotten worse.”
Borrelli stated: "We asked the Municipal Police to intervene promptly. This isn't just an illegal occupation of public land, but a genuine Camorra-style practice, where bullying and abuse prevail.
The tragic story of Maurizio Cerrato, killed for a parking space in Torre Annunziata in March 2021, should have started a total repression of this phenomenon. Maurizio was attacked for defending his daughter, who had parked in a space illegally occupied by a chair, and was then threatened and witnessed the brutal assault against her father. Episodes like today's only underline the absence of legality and justice, leaving an even deeper sense of bitterness."
