Lawyers protest in Naples: “We need more justices of the peace”

Lawyers are taking to the streets to denounce the paralysis of the justice system. The Bar Councils of Naples, Avellino, Benevento, North Naples, Nola, Santa Maria Capua Vetere, and Torre Annunziata have organized a demonstration and rally this morning to ensure the protection of citizens' rights.

The meeting takes place at the Justice of the Peace Office of Naples (former Garibaldi barracks), where political representatives were invited to address the “critical issues of the Justice of the Peace Offices”.

“The coverage of the organic plants of the Justice of the Peace Offices, both for judges and administrative staff, is completely insufficient – ​​explain the presidents of the District Councils of Naples, Carmine Foreste, Fabio Benigni, Stefania Pavone, Gianluca Lauro, Arturo Rianna, Angela Del Vecchio and Pasquale Damiano – and this prevents us from managing the workload.

Added to this are the malfunctions of the telematic civil process, in force for over a year. The result is the failure to deal with proceedings and the postponement of hearings, sometimes up to two years. Furthermore, with the increase in competences envisaged by the reform in force from October 2025, there is a risk of the definitive paralysis of local justice. We believe immediate interventions are essential to guarantee the functionality of the Justice of the Peace”.

Among the requests put forward are: the elimination or at least the extension of the entry into force of the provision that expands the competences from October 2025; the completion of the staffing plans; structural interventions to adapt the buildings to the electronic civil process; a reform of the procedure that reintroduces the writ of summons; the reduction of the time for the introduction of new judges; a monitoring of productivity; the revision of the staffing plans based on work flows; and the repeal of the rule that introduces Article 307 bis to the Code of Civil Procedure.
