The Local Police of Naples is preparing to experiment with the use of teasers for a period of six months. The topic was at the center of the discussion of the Commission Local Police and Legality, chaired by councilor Pasquale Esposito, with the participation of the Security Councilor Antonio De Iesu and the commander of the Corps, Ciro Esposito.
According to De Iesu, the teaser represents a useful tool to ensure the safety of officers and citizens in critical situations. The councilor specified that the use of the electric weapon will be supported by the automatic activation of a bodycam, in line with a technical regulation developed in collaboration with the ASL and the supplier company, to ensure maximum safety and professionalism.
Commander Esposito emphasized the training of officers, clarifying that the six-month experimental phase will be followed by a review of the rules. For Councilor Catello Maresca, promoter of the initiative already in the DUP 2022, the teaser represents "a non-lethal alternative to firearms" and a step towards aligning the Local Police with the standards of other law enforcement agencies.
However, there is no shortage of criticism. Councilor Rosario Andreozzi (Napoli Solidale Europa Verde) expressed his opposition, highlighting “the serious risks, including the possibility of deaths” linked to the use of the teaser, and defined the measure as “a security-oriented and irrational drift.” Andreozzi announced that he will bring his dissent to the chamber, asking to focus the administration’s efforts on the needs of the weakest groups.
Councilor Sergio D'Angelo also expressed concern, drawing attention to the deaths documented internationally and the possible disproportionate impact on migrants and the homeless. He suggested introducing portable defibrillators as a precautionary measure.
Councilor Iris Savastano (Forza Italia) was in favor, underlining the importance of the teaser to protect officers, especially in high-risk contexts. Massimo Cilenti (Napoli Libera) highlighted the need to ensure greater security in the peripheral areas of the city, which are often less guarded than the center.
The president of the commission, Pasquale Esposito, concluded the work by announcing a new meeting that will involve the social partners for a broader discussion on the implications of the experimentation.
