A deep-rooted and ruthless usury system spread terror in the community of Bellona for over a decade, charging interest rates of up to 140%, until the Carabinieri investigations unmasked the criminal network.
Colomba Modesto, 44, and her partner Gianluca D'Agostino were arrested. The woman's mother, Raffaela Vigliucci, was also involved and was subjected to the obligation to remain in her home. The investigation began with the complaint of a woman who, exasperated by continuous intimidation and oppressed by serious economic difficulties, decided to turn to the police. Her testimony allowed them to uncover a system of usury that was revealed to be much more complex and structured than expected.
According to the investigations, the couple lent money to people in financial difficulty, charging exorbitant interest rates well beyond the limits set by law. The victims, often without alternatives, found themselves trapped in a spiral of debts that were impossible to pay off.
For over ten years, the victims lived in constant fear of retaliation. The Carabinieri found detailed records documenting the illicit activities, the rates applied and the debtors involved, confirming the existence of a widespread and unscrupulous organization.
Colomba Modesto ended up in prison, while her partner Gianluca D'Agostino was placed under house arrest. The woman's mother, Raffaela Vigliucci, was instead subjected to the obligation to remain at home for her role in the criminal system. The three will have to answer to very serious charges, including usury, extortion and stalking.
