It was Raffaele Nappi, resident in Capaccio Paestum, head of the criminal organization that facilitated illegal immigration in Campania, dismantled yesterday by an investigation by the Salerno DDA that led to the issuing of 36 precautionary orders.

Nappi is the chairman of the board of directors of the company “Gli Antichi Sapori”, with registered office in Angri. Also involved with him is Armando Nappi, legal representative of the “Arfedi Società Coop Agricola”, with registered office in the same town.
For each application, the foreign worker paid between 6 and 7 euros. They were fictitious applications because they lacked the basic requirements or lacked the congruence of the work intended as both the income capacity of the company, as availability of housing for the workers, as availability of land on which to work.
The investigations allowed us to reconstruct the various roles played by the members of the association who “with false declarations or requests” worked to present the requests. “We are talking about a business that revolves around more than 2000 false requests and for each practice the foreign worker paid from 6000 to 7000 euros”.
Amounts that would then have been divided within the criminal organization among the various members. General Antonio Bandiera, commander of the military of the Arma per la Tutela del Lavoro, explains that "this is a criminal organization which packaged and sent thousands of false applications, so we are talking about fictitious applications to bring workers to Italy who paid large sums of money".
According to the prosecution, Raffaele Nappi would have made his organizational network available to help the lawyer Gerardo Cembalo in promoting the entry of non-EU citizens into Italy, exploiting the 2021 flows decree and using compliant or ad hoc created companies.
The operation and those involved
The investigation, called “Click Day” from the name of the system provided for by the flows decree, had already led to the arrest of 13 people and the house arrest of 24 others last July. In the blitz that began yesterday, the Carabinieri and the Financial Police carried out 31 house arrest orders, involving, among others, Raffaele Nappi's brother, Gennaro Nappi, a resident of Corbara and vice president of the company “Gli Antichi Sapori”, and Salvatore Nappi, Raffaele's nephew and owner of a farm in Angri.
Other entrepreneurs involved include Mario Stasi, owner of the company of the same name; Adelmo Attanasio, owner of an individual business in Gromola; Angelo Franco, legal representative of the companies “Agri Franco” and “Angelo Azzurro Franco”; Carmine Guarracino and Anna Trippa, owners of agricultural businesses in Capaccio.
Also on the list are Cosimo Greco from Campagna, legal representative of the companies “Sant'Anna” and “San Nicola”; Luigi Russo from Nocera Superiore, administrator of “Primort Srl”; and the brothers Gaetano and Giuseppe Pirozzi, entrepreneurs from Capaccio active in import-export and agriculture.
