The Jurisdictional Section for the Campania Region of the Court of Auditors has sentenced 18 employees of the Teano Employment Center to pay compensation of over 80 thousand euros to the Province of Caserta for false attestations of presence at the workplace.
The sentence, filed on March 11, 2025, comes at the end of an investigation conducted by the Economic and Financial Police Unit of the Guardia di Finanza of Caserta.
The investigation, launched between 2017 and 2018 following a report from the National Anti-Corruption Authority, revealed numerous cases of absenteeism: employees were listed as being present at work, but in reality they were absent without any justification.
The investigative activity, based on shadowing, wiretapping, video recordings and document analysis, led to the application of precautionary measures in criminal proceedings for aggravated fraud and false declarations.
On the treasury level, the Public Prosecutor's Office of the Court of Auditors, with the Deputy Prosecutor Mauro Senatore and the coordination of the Regional Prosecutor Antonio Giuseppone, quantified the damage suffered by the Institution, charging the 18 employees not only with the undue profit received, but also with the damage to the image caused to the public administration.
In January 2024, the Prosecutor's Office issued an "invitation to deduce" against the interested parties and, having rejected their defenses, initiated the proceedings which ended with the conviction.
The amount to be repaid will be increased by monetary revaluation and interests. The operation is part of the action of the Guardia di Finanza of Caserta to combat economic crime and restore legality in the public sector.

This is a very complicated situation, because 18 employees have been convicted of behavior that is not acceptable. It is important that there are stricter controls to prevent similar things from happening in the future.
