Dozens of men arrived on site, including by sea, and are controlling the area, issuing fines and seizing areas where unauthorized discharges into agricultural land have also been recorded.

I read the article and it seems to me that the issue of unauthorized parking is very serious, but I think that more communication with citizens is needed to avoid fines and complaints. It is not always easy to understand the rules.
