The soldiers of the Provincial Command of the Guardia di Finanza of Napoli they have strengthened monitoring operations against irregular garage managers, a phenomenon that is constantly increasing in the Neapolitan city.
The aim of the controls is to combat the illegal occupation of public spaces and other violations, often motivated by the desire to maximize profits in a context of strong tourist influx, which leads to a high number of vehicles in circulation and a chronic shortage of authorized parking spaces.
Since February 1st, the financial police of the I Group and the Pronto Impiego Napoli Group have been combing through various areas of the city, from the historic center to the Porto, Mercato, San Lorenzo, Chiaia and Santa Lucia neighborhoods. The balance is clear: 76 garage owners have been fined, for a total of 109 violations detected. Among the most frequent irregularities, the unauthorized occupation of public land and the installation of luminous signs without a permit to advertise the activities.
The investigations revealed widespread and creative practices: some operators used portions of the road surface, sidewalks and even spaces reserved for “blue zones” to park customers’ vehicles, often arranging them in double rows.
To “reserve” spaces, chairs, counters, cones and improvised signs were used, reducing the already limited capacity of the garages and creating traffic problems. Others, instead, placed advertising signs along the roads or in strategic points, without authorization, making them visible to drivers in transit.
These structures, sometimes located near intersections, roundabouts or speed bumps, represented a danger to road safety, confusing themselves with official signs or distracting motorists.
Violations, punishable by articles 20 and 23 of the Highway Code, provide for heavy fines: from 173 to 694 euros for each vehicle parked illegally and from 430 to 1.731 euros for the unauthorized use of signs.
In addition to fines, offenders are required to remove the illegal works at their own expense. In the most serious cases, those responsible have been reported to the Judicial Authority for the crime of invasion of public land or buildings, as provided for by Article 633 of the Penal Code.
But that's not all. The Guardia di Finanza's checks have highlighted further irregularities: in almost all of the garages inspected, anomalies in the recording and electronic transmission of fees emerged, a sign of a lack of transparency in management. Furthermore, 10 "illegal" workers were discovered, highlighting violations also on the employment front.
The phenomenon of “illegal parking” is confirmed as a growing plague in Naples, fueled by tourist pressure and the scarcity of adequate public spaces. The operations of the Guardia di Finanza, still ongoing, aim to re-establish legality and security in a sector that too often operates on the edge of the rules.
