Bacoli – The Campania Region today marked a significant step in the fight against corruption in the public procurement sector, signing the first Legality Pact in Bacoli.

The agreement, signed between the Presidency of the 2nd Special Commission on Anti-Camorra and Confiscated Assets of the Campania Region and the private company GF Service, aims to strengthen the ethics of responsibility and transparency.
A Commitment to Transparency and Reporting
The Legality Pact introduces concrete measures to prevent criminal infiltration. Key points include the extension of the reporting duty for management and workers who are subject to extortion, training courses on safety and legality issues, and stringent rules for the selection of business partners, subcontractors, and suppliers. Procedures will also be implemented to strengthen levels of safety at work and regularity of contributions.
“The objective is the prevention and repression of the phenomenon of corruption, the result of a cultural change, even before a legal one”, explained Carmela Rescigno, President of the II Special Commission on Anti-Camorra and Confiscated Assets.
Rescigno underlined the multidisciplinary approach that sees sanctioning tools as only part of the fight against illegality in administrative action.
Dialogue with law enforcement and listening for entrepreneurs
The agreement provides for an encouraged dialogue with the Police Forces and Prefectures, with the opening of technical tables. Hearings will also be arranged for entrepreneurs who request them, if they suspect a risk of criminal infiltration in the workplace. Precise information will be provided on the measures to be adopted to combat such phenomena.
Giovanni Fiore, CEO of GF Service Srl, highlighted the importance of mutual commitment. “We must all get on the front lines to fight illegality,” Fiore said. “Corruption, in its actual measure and that perceived by businesses and citizens, is a huge damage to the credibility of the country, because it discourages investments, including foreign ones, consequently slowing down economic development.”
Concrete measures and public-private collaboration
By signing the Pact, companies undertake to expel and/or suspend their employees in the event of certain crimes. Companies also undertake to acquire all data concerning the contracting companies and their corporate structures for the creation of a qualified "seller list".
The initiative aims to ensure that the entire public procurement process and the execution of contracts are carried out in a legal and transparent manner, promoting collaboration between Public Authorities and the private sector to ensure compliance with the law.
The Mayor of Bacoli, Jose of Reason, commented positively on the event, highlighting the commitment of the municipal administration in promoting legality as a tool to improve the lives of citizens and businesses.
The roundtable, moderated by journalist Margherita Salemme, saw the participation of experts in the sector, including Francesco Urraro (Vice President of the Presidency Council - Council of State), Carmine Ruggiero (Professor of Banking Law - Tax Judge), Rodolfo Scuotto (Head of the Anti-Fraud Section of the Naples 1 Customs Office), Rossana Ferraro (Professor of International Cooperation and Cybersecurity for the Armed Forces) and Silvia Paparella (General Director of RemTech Environmental Technology Hub).
