A dramatic picture of overcrowded cells, collapsing sanitary facilities and lack of maintenance emerges from the ASL reports on Italian prisons, obtained by the Luca Coscioni Association through a civic access. Alarming data that photograph a penitentiary system at the limit:
Overcrowding at 134% (62.722 inmates against 51.280 regular places)
66 out of 107 ASL responded, often with incomplete documentation
No routine intervention in most institutions
THE EMERGENCY IN NUMBERS
The numbers elaborated by the website of the journalist Marco Dalla Stella are merciless:
4.488 places officially unavailable due to unfitness
In some regions overcrowding exceeds 150%
Lack of regional directives to resolve critical issues
“We are facing a systematic violation of human rights,” denounces the Association, which announces new legal actions against the Ministry of Justice.
FOCUS CAMPANIA: POZZUOLI AND POGGIOREALE IN DEGRADATION
The region, among the most virtuous in providing documentation, shows critical situations:
Naples Poggioreale and Secondigliano: “Hygienic risk, obsolete systems and no urgent intervention” (ASL Napoli 1)
Pozzuoli (women's prison): humidity, peeling walls, but work in progress
Avellino/Ariano Irpino: serious structural deficiencies
Caserta: ASL denies access to REMS data due to “investigative secrets”
The only positive note: the ICAM in Lauro (AV) is in acceptable conditions.

It is truly incredible to see how prisons are in these conditions, especially in Campania where the numbers speak clearly. An immediate and serious intervention is needed to resolve these problems.
I don't understand how it is possible that the ministry does not take action, the situation is dramatic and puts the health of prisoners and prison workers at risk. An answer is urgently needed.
