Naples – A proven system of bribes, bid-rigging and false training certificates to win million-dollar contracts on the Naples-Salerno line.

This is what emerges from the investigation by the Public Prosecutor's Office of Santa Maria Capua Vetere, which led to the investigation of five people, including an official of the Consorzio Stabile Sis (concessionaire of the A3) and four entrepreneurs from Campania.

The charges: corruption and bribes “hidden in the vessels”

At the center of the investigations is a network of illicit agreements to steer the awarding of highway maintenance works. According to investigators, Bruno Antignani, an official of the Sis Consortium, received 6.500 euros in three installments from the entrepreneur Antonio Giardino, owner of “La Gardenia srl”, in exchange for the awarding of contracts.

The delivery methods of the bribes seem to come out of a movie: the second tranche (1.500 euros) was left in an envelope hidden in a flowerpot in front of Antignani's house. Not just money: the official also benefited from small household jobs done for free by workers sent by Giardino.

False certificates and accidents: the case of the worker who was never trained

The investigation also brought to light a second strand related to false training certificates for employees. According to the Prosecutor's Office, Giardino and his partner Tommaso Mauriello allegedly involved Barbara Sposato and Giovanni Castiello, owners of Total Care Service srl, to obtain certificates that were never actually issued.

Among the workers "trained only on paper" there is also a worker who, on April 8, was seriously injured during work. After the accident, Giardino allegedly tried to regularize the position by presenting false documentation, including the signature of a man who was already deceased.

The complaint and the searches

The investigation started from a complaint filed in July 2024 by Giorgio Grappasonni, an official of Autostrade per l'Italia, who reported to the Carabinieri of the Caserta Investigative Unit that Giardino had approached him with an offer of money (never accepted) to avoid disputes about the works.

In recent days, Deputy Prosecutor Giacomo Urbano has ordered searches of the offices and homes of the suspects, with the seizure of cell phones and computer devices.

A nationwide system?

Investigators are evaluating whether the method used by Giardino and Mauriello – who operate throughout Italy through their companies “La Gardenia” and “MT Ecogroup” – may have involved other public contracts. Meanwhile, the five suspects are facing charges of corruption, bid-rigging and forgery.
