Napoli – There is also a State Police officer among those under investigation in the inquiry conducted by the District Anti-Mafia Directorate of Naples and the Police, which has unmasked a criminal organization specialized in the lucrative business of regularizing non-EU immigrants through the so-called click day mechanism.

A system based on fictitious requests, false assumptions and fabricated documentation, capable of generating millions of euros and fueled by a well-structured network of professionals, entrepreneurs and mediators.
Among the suspects is the policeman Mario Nippoli, on duty at the Poggioreale police station, was placed under house arrest on charges of having collaborated in forwarding numerous requests for clearances during the click days.
"He wasn't a computer scientist," commented Naples police commissioner Maurizio Agricola, "but he knew how to use the system well." A participation that caused great embarrassment within the State Police, which nevertheless acted promptly to remove the anomaly.
At the top of the organization, according to the Prosecutor's Office, there were three lawyers from San Giuseppe Vesuviano:
Vincenzo Sangiovanni (42 years old), indicated as the promoter of the association,
Gaetano Cola (37 years)
Annunziata Aniello (39 years).
The three, owners or collaborators of Tax Assistance Centers (CAF), demanded sums of up to 10 thousand euros for each entry procedure, especially from citizens originally from Bangladesh. The activities were carried out in particular between San Giuseppe Vesuviano and Ottaviano, territories with a strong presence of Bangladeshi immigrants.
The accusations and the measures
The investigation, triggered by two complaints filed by citizens Bengalis and from the statements of an agricultural entrepreneur, has led to an impressive accusatory framework:
Criminal association aimed at aiding and abetting illegal immigration, aggravated
Extortion aggravated by mafia methods,
Ideological falsehood,
Fraud.
In detail:
11 people ended up in prison,
23 under house arrest, including numerous collaborators and mediators,
11 employers have been subjected to the obligation to sign for having made their companies available – in some cases unknowingly – for fictitious hiring,
Assets and insurance reports worth over 2 million euros seized.
The testimonies and the scam
The words of two Bangladeshi citizens, defrauded with the promise of regularizing their family members, were decisive in shedding light on the organization. One of them, a tailor who has been living in Italy for 23 years, said he paid 19.400 euros in two installments after receiving false authorizations for family reunification. The scam was revealed only when the Italian embassy in Dhaka refused to grant the visas. The other witness allegedly delivered over 31 euros in a similar manner.
The lifestyle of some of the suspects also arouses suspicion: one of the lawyers, the prosecutor of Naples reported Nicola Gratteri, «recently purchased a brand new Ferrari», a luxury incompatible with official income.
