NIn the evocative setting of the Basilica of San Mauro in Casoria, the conference on internal and external controls of companies involved in the management of local public services, an initiative organized by Casoria Ambiente, was held with excellent general participation.
The works were coordinated by Dr. Luciano D'Emmanuele, president of the supervisory body of Casoria Ambiente, who first introduced the institutional greetings of the mayor Raffaele Bene, of the president of the Order of Accountants of Naples North Francesco Matacena and also the mayor of a.
The debate then got to the heart of the matter with the intervention of Dr. Raffaele Cantone, Attorney General of Perugia, who illustrated a comprehensive framework on the topic of corruption, on the rules to combat it, on the responsibility of power in the management of public services.
There were alternating opinions of great depth, such as that of Dr. Vincenzo Nicoli, director of the Central Operations Service of the State Police, of General Giovanni Salerno, Commander of the Special Anti-Corruption Unit of the Guardia di Finanza, of Prof. Avv. Francesco Fimmanò, Full Professor of Commercial Law at the Mercatorum University and of Dr. Ferruccio Capalbio, Deputy Regional Prosecutor at the Court of Auditors in Campania.
Massimo Iodice, sole director of Casoria Ambiente, closed the debate by underlining the role of the participating companies: “From Casoria we launch a warning at the government level: the participating companies must be considered an added value for the public administration but must be well managed.
The regulatory framework is very complex and between internal and external controls the risk is to create confusion. We address this fundamental issue for this type of company and we do so in light of the experience of a company like Casoria Ambiente that has been in the area for over 20 years, is healthy in terms of assets, and must continue to be even more efficient in services. We have the obligation to prepare efficient and effective services but we must be put in the conditions to do so”.

The conference in Casoria seemed very interesting, but I noticed that not enough space was given to dialogue between participants. The topics discussed are important, but it would be useful to have more feedback from citizens.
I agree with Fsanna, active participation could improve the understanding of the issues presented. The speakers were prepared, but there is a lack of greater involvement of the public in the discussion.
It is true that controls are essential to avoid abuse and corruption, but I believe that we also need greater transparency in the decisions taken by the authorities. Only in this way can we trust the system.
