Naples – A serious case of alleged corruption has rocked the Naples Municipal Police. A 44-year-old officer, serving in the Administrative Sanctions Office, was fired by the City Council for allegedly canceling 282 fines, totaling more than €50, for the benefit of himself, his family, and friends.

The news, reported by La Repubblica, raised questions about internal oversight and the integrity of control mechanisms within the public body.

A system of personal favors

According to what emerged from an internal audit at the municipal offices, the vigil, identified by the initials MC, allegedly acted in clear violation of conflict of interest regulations. Investigations revealed that 13 of the annulled reports were registered in the names of his close relatives, including his father and partner.

The remaining 269 would concern two people not directly related to him, suggesting a circle of favors that extended beyond the family circle.

The officer allegedly used his own credentials to access the computer system and close the fines, without having the necessary authorizations or the supporting documentation required by the procedures.

According to the Municipality, this behavior resulted in a personal and financial advantage for him and his loved ones, while also causing significant financial damage to the public administration.

Betrayed trust and the need for rigorous controls

This episode is a blow to citizens' trust in institutions. When those who should ensure compliance with the rules and protect the public interest engage in such conduct, the entire administration's image of transparency and legality is inevitably compromised.

A single case, however isolated it may be, fuels the perception that there are "shortcuts" and favoritism to the detriment of honest citizens who regularly pay their fines.

The Municipality's prompt intervention in removing the officer from his duties is a positive sign, but the affair highlights the urgent need to strengthen internal controls and audit systems on the most sensitive administrative processes, such as the management of sanctions.

It is essential that every access and operation on IT systems be tracked, verified, and subject to stringent oversight, to prevent abuse and ensure that legality is the sole guide in the actions of public officials. Only in this way can we rebuild the essential relationship of trust between citizens and those called to serve them.
