Naples – Ahead of the start of the 2025/2026 Serie A championship, the City of Naples has issued Mayoral Ordinance No. 15 of August 1, 2025, introducing strict safety measures for Napoli home matches at the Diego Armando Maradona Stadium in Fuorigrotta.
The stated goal is to ensure public order, prevent incidents of violence or urban decay, and improve the management of the flow of fans and residents in the stadium area.
The bans: crackdown on alcohol and containers
The core of the measure concerns the ban on the sale and serving of beverages in bottles, cans, or rigid containers. The measure will be in effect starting three hours before the start of each match and until two hours after the end of the game. The restriction applies both inside the sports facility and in the surrounding areas, where sales will be permitted only in lightweight plastic or paper cups.
The ban applies to all drinks containing:
glass bottles
metal cans
rigid plastic containers
Tetra Pak packages
any other rigid or potentially dangerous material
Bars, restaurants, kiosks, street vendors, minimarkets, and any commercial establishment within the vast perimeter area around the stadium are affected.
The areas concerned
The ordinance delimits in detail the red zone of prohibitions, which includes a large part of the Fuorigrotta district and surrounding areas. The affected roads are:

Measures for urban safety
The restrictions are part of a broader urban security plan coordinated by the Municipality, Prefecture, Police Headquarters, and other law enforcement agencies. In addition to the ban on rigid containers, fixed and mobile police and Carabinieri units will be deployed at key points, especially during matches with high public order risks.
The Municipality also encourages merchants and retailers to actively cooperate with the authorities, respecting the restrictions and reporting any irregularities. Violators risk administrative fines and, in the event of repeat offenses, more severe measures, such as temporary suspension of their business.
"This is a necessary measure," Palazzo San Giacomo sources explain, "to prevent incidents of violence or vandalism related to alcohol abuse and to reduce the risk of objects being thrown, which has unfortunately become commonplace in recent years during sporting events. We want to ensure everyone, fans and residents alike, a livability and safety worthy of a major European city."
The ordinance will be in effect for the entire 2025/2026 sports season and could be extended in the event of extraordinary events such as concerts or other shows at the Maradona.
