In recent years, the education system in Italy has undergone numerous changes aimed at improving teacher recruitment, the quality of their training and responding to the needs of the ever-evolving world of schools.

Among the most significant initiatives introduced are the qualifying courses 30 CFU art. 13, which represent a significant opportunity for teachers seeking a career in middle and high schools. Let's analyze the regulatory frameworks, how these courses are delivered, and what advantages and opportunities they represent for teachers.

1. Regulatory Framework of Reference

As part of the reform of teacher recruitment and training, in implementation of the National Recovery and Resilience Plan, the Legislative Decree no. 59/2017 (integrated by the Prime Ministerial Decree of 4 August 2023) establishes the guidelines for the new 30 CFU qualifying path pursuant to art. 13 within the scope of teaching methodologies and technologies applied to the relevant subject. This training program is specifically designed for those already working in the teaching profession, particularly teachers who are already qualified for a specific competitive class or grade, or who specialize in support teaching.

These teachers have the possibility to access the 30 CFU path to acquire further qualifications, However, always respecting the qualification and university credit requirements necessary for access to that specific class.

The characteristics of this route are:

  • Synchronous telematic mode: possibility of delivering these courses entirely online in synchronous (live) telematic mode.
  • Open number: such routes are excluded from the Calculation of the sustainable level of activation of initial training coursesThis means that, unlike other routes, everyone can access it without any limitations.
  • Content of the routesThe content of these courses is defined by the multidisciplinary centers. Essentially, for this type of course, the Ministry has not defined the structure and content of the 30 CFU, limiting itself to establishing that the centers must determine the content based on specific criteria.  matches

2. Structure of the educational path: contents, methods and times

The delivery methods for the 30 CFU qualifying courses (art. 13) have been designed to ensure flexibility and accessibility, taking into account the needs of the candidates.

Duration and training commitment:

  • The entire course includes 180 hours in total, equivalent to 30 CFU (approximately 2/3 months of activity).
  • Lessons are delivered synchronously online on a dedicated platform with attendance and access controls, with schedules during the weekday afternoons or weekends to facilitate work-related work schedules.
  • To access the final exam, a minimum attendance percentage of 70% is required for individual training activities.

Ceducational contents:

The training plan includes:

  • Pedagogical and psychological-educational skills.
  • General teaching and innovative methodologies, with a focus on digital technologies applied to teaching, project-based learning, and inclusive learning design.
  • These specific 30-credit credit courses, pursuant to art. 13, do not include an internship: the approach is theoretical and practical, but entirely mediated online.
  • No credit recognition (CFU) is foreseen for this course.

Final test:

An in-person session at the university or another designated location, chaired by a commission composed of two university professors, a representative of the USR, and an external expert.

The test consists of: a written part didactic planning (also with the aid of multimedia tools); a simulated lesson (maximum duration 45 minutes) with presentation of the methodological and didactic choices

La review, according to ministerial guidelines, provides scores from 0 to 10 for each test; to pass it, you must obtain at least 7/10 in both tests; the overall score (max 20 points: 10 written + 10 simulation) is included in the ranking.

Access and registration:

Enrolment in the courses is generally open to teachers already qualified for a competition class (for example A‑27, A‑47, etc.) and in possession of the qualification required for the new class, and to teachers specialising in support, who wish to extend their qualification to other grades or competition classes who also possess certain access requirements to the competition class for which the qualifying course is being held.

The procedures are managed by accredited universities or institutions. Enrollment takes place according to periodically established deadlines and includes verification of entry requirements and payment of any participation fees.

Certification:

Passing the final exam entitles you to a 30-credit certification, which represents a qualifying requirement for teaching.

3. Advantages and evaluation in the reference rankings

Obtaining the 30 CFU credits pursuant to Article 13 represents a valuable asset in the training and career of teachers, with significant positive repercussions in terms of scores in the relevant rankings.

The qualification to teach in the specific competition class translates into an opportunity  A concrete effort to update and strengthen teachers' pedagogical and methodological skills, improving the quality of their teaching through modern, cutting-edge professional training and the use of innovative technological tools, enhancing their ability to design effective and engaging lessons.

Achieving qualification for the competitive class with the 30-credit courses (Art. 13) simultaneously increases professional opportunities by promoting favorable positions in the Provincial Rankings for Substitutes, based on current legislation that provides specific scores for qualifications and qualifications. EVALUATION OF QUALIFICATION AS A CLASS OF COMPETITION ACCESS TITLE

The qualification constitutes a qualification that allows inclusion in the first band of the GPS for the specific competition class. Since it is an access qualification, the score awarded in the first band GPS also depends on the qualification grade.

EVALUATION IN GPS SUPPORT

The qualification obtained in the subject constitutes a qualification also eligible for assessment in the GPS support band I.

An  second qualification in the same grade, is not assessable in any case.

The score awarded in the GPS I support band is the same as that awarded in the GPS I subject band, in particular the following are awarded:

  • 24 Fixed points (these points do not apply if the qualification was obtained in an ITP competition class).
  • A maximum of 12 points based on the qualifying grade (for everyone, including those qualified in ITP competition classes).

EVALUATION OF OTHER QUALIFICATIONS IN BAND I COMPETITION CLASSES

In GPS, possession of another qualification in another competition class is not, in any case, considered a Band I qualification. In fact, only qualifications in the same competition class are considered for GPS Band I.

Qualification for another competition class is, however, a qualification that can be assessed for the competition classes in which the candidate is placed in the second band (3 points for each qualification).

EVALUATION IN COMPETITIONS

Qualifications obtained through qualifying courses are evaluated in competitions only if the candidate uses the qualification as a qualification for admission to the competition.

In essence, for the qualification obtained through the qualifying courses, whether they are 30/60 CFU, up to 12,5 points are awarded based on the qualification grade + 5 points, since it is a qualification with non-selective access.

EVALUATION IN INTERNAL RANKINGS AND MOBILITY

The qualification does not constitute a qualification that can be assessed either in internal institute rankings or in mobility (transfers and changes in professorship).

4. Conclusions

I 30-credit qualifying courses, governed by Article 13 of Legislative Decree No. 59/2017, represent a turning point in the access to secondary school teaching by combining targeted training in innovative teaching and inclusion, organizational flexibility (online, fast turnaround), and concrete professional opportunities (ranking lists, competitions, mobility).
