Naples, environmental inspections at the Federico II Polyclinic: seizures and reports of illegal waste management.

Naples – A delicate operation in one of the most important public healthcare facilities in Southern Italy.

As part of its efforts to combat environmental crimes, the Naples Carabinieri Forestry Unit conducted a targeted inspection at the Federico II Polyclinic University and Hospital complex, finding serious irregularities in the management of medical waste and wastewater disposal.

This operation is part of a broader monitoring plan for wastewater treatment plants and wastewater systems, but in this case it required special attention, given the complexity of the inspected facility: it houses the Federico II University Hospital, the Faculty of Biological Sciences, the CEINGE Center for Advanced Biotechnologies, and the ADISURC student residences.

Unauthorized discharges and exposed hospital waste

Inspections carried out by the military revealed that the Federico II University Hospital was authorized to discharge toilet water and condensate into the public sewer system exclusively, as established by the Campania Water Authority.

However, analysis of the sewage treatment plant revealed the presence of waste that was not compatible with this authorization.

Plasters, gauze, food waste from canteens, but also syringes and test tubes were found in the final filtration tank, a few steps from the point of entry into the sewer system. An anomaly that led to the Carabinieri to classify the wastewater as “industrial” – a category subject to a different authorization regime and, in this case, not in the possession of the healthcare facility.

Hazardous waste outdoors and in inadequate containers

The second critical issue that emerged concerns the hospital waste storage area, shared between the Federico II Polyclinic and the Vanvitelli University Hospital: approximately 250 square meters where the military found unsealed containers, exposed to high summer temperatures and the elements, containing dangerous medical supplies—syringes, IVs, disinfectants—and waste mixed with urban waste.

In the same area, two disused MRI machines, classified as hazardous waste (WEEE), were also found, left unprotected in the open.

Seizures begin: plant under seal, reports to top management

Given the irregularities discovered, the military ordered the seizure of the wastewater treatment plant, maintaining its use to ensure the continuity of healthcare services. The entire waste storage area, including the decommissioned electromedical equipment, was also seized.

At the same time, the following were reported to the judicial authorities on charges of illegal waste management and unauthorized discharge of industrial water:

the General Director of the Federico II University Hospital, the Medical Director of the same facility, and the Single Prevention Manager of the Vanvitelli Hospital.

This incident raises questions about safety and oversight. The intervention, while necessary, has raised sensitive questions about the environmental oversight system in large public facilities and the management of hospital waste, especially in complex settings where healthcare, research, and teaching coexist.

While investigations continue, the Federico II Polyclinic case calls into question institutional and organizational responsibilities regarding environmental safety, public health, and regulatory compliance. In a hospital setting, where any error can have direct repercussions on the community, prevention and control should remain top priorities.
