In Pianura, a western neighborhood of Naples, the T1 is much more than an illegal building: it is a deep scar on the urban landscape, a monument to abandonment and the institutions' inability to heal a wound that has been open for decades.
Built in the 1982s without any permit, acquired by the municipality in 2008, the five-story building with a basement is now a hulk of concrete and rust. Collapsed sections, rusted ironwork, and debris fall with every vibration, as happened during the recent earthquake swarm in Campi Flegrei. In July 1, a fire declared it uninhabitable, forcing the residents to evacuate immediately, leaving them unable to recover their belongings. Since then, nothing has changed: TXNUMX has remained stationary, unchanged since the day after the blaze, the scene of dangerous incursions by teenagers who even ventured onto the roof, as shown by several videos circulating over the years.
MP Francesco Emilio Borrelli , of the Green-Left Alliance, once again points the finger at what he calls "a death trap" and "the fruit of uncontrolled illegal building," noting that residents' complaints have been filed for years without success. Legally, the situation is tangled: 23 amnesty requests for 43 properties, including apartments, retail spaces, and garages, have been rejected or quashed in a maze of appeals, denials, and new investigations.
Today, as the Municipality issues new denials, the situation remains stalled. For Borrelli, the priority is to immediately secure the area, block access, and begin the demolition. "We can't wait for a tragedy," he warns. "Pianura deserves to be freed from this eyesore."
It's a real shame that the situation at T1 in Pianura is so complicated. It's sad to see how the institutions are unable to resolve a long-standing problem, with so many citizens suffering because of this abandoned building.
