Naples – The mayor of Naples, Gaetano Manfredi, once again takes the field against the Ministry of Culture and challenges the decree with which Minister AlesSt.Dr. Giuli has appointed Fulvio Macciardi as superintendent of the San Carlo Theater.
The new legal battle begins after the minister signed the so-called "decree bis" yesterday, reinstating Macciardi despite the mayor's previous appeal.
The battle for the leadership of the Neapolitan Massimo is now in the news. It all began when the Foundation's Steering Committee (Cdi), composed of two members appointed by the government and one from the Campania Region, nominated Macciardi for the superintendency. Manfredi, in his dual role as mayor and president of the Foundation, bitterly contested the choice.
The first dramatic turn of events came with an appeal to the Campania Regional Administrative Court (TAR), which in recent days suspended Macciardi's initial appointment as a precautionary measure, accepting Manfredi's defense. The reason? The seriousness of the objections raised regarding the regularity of the procedure.
The ministry refused to give up, and yesterday, August 28, it relaunched its efforts: the three members of the Board of Directors met again and voted for Macciardi's reappointment for the second time. Minister Giuli then immediately signed a new decree appointing him superintendent.
But Manfredi's response is forceful. Today, August 29th, his lawyer has filed a new appeal with the Regional Administrative Court (TAR) challenging this "decree bis." The mayor's strategy rests on a formal flaw: according to what has been learned, the superintendent's appointment was not on the agenda of yesterday's Board of Directors meeting. This circumstance, if confirmed, would render the resolution null and void.
The case now moves to court. The next hearing at the Regional Administrative Court (TAR) is scheduled for Wednesday, September 3. Sources close to Palazzo San Giacomo suggest that "additional arguments" will be filed at that time to strengthen the appeal, promising a bitter legal battle for control of the temple of Neapolitan opera.
