Casapulla – A ghost construction site, workers without contracts and no health insurance. This is the picture revealed by Carabinieri checks this afternoon in Casapulla, where a construction company from the Caserta area was caught red-handed while carrying out work on the municipal water main on Via Circumvallazione.

The raid, which began around 3:00 PM, was conducted by officers from the San Prisco Carabinieri Station , supported by specialists from the Labor Inspectorate (NIL) in Caserta. The objective was to verify compliance with safety regulations and contractual compliance.

What was discovered, however, goes far beyond a simple irregularity. The entire construction site was found to be illegal. The company was operating without the necessary municipal authorization, a fundamental requirement for opening the site.

Inside, three workers were found completely “ illegal ”, without any form of employment contract, social security contributions or accident insurance.

But the most alarming picture concerns safety. Inspectors found a lack of employee health surveillance. In practice, none of the workers had undergone the mandatory medical checks to assess their fitness for the specific job they were performing, a serious flaw that put their safety at risk, leaving them unprotected in the event of an accident.

Upon completion of the investigation, the Carabinieri remanded the company's sole director, held responsible for all the violations. The sanctions were immediate and severe: all activities at the construction site were suspended immediately, and the site was effectively seized.

On the financial front, the company was fined €5.695,36 for safety violations and unauthorized operation. This was in addition to a hefty administrative fine of €15.066,66 specifically for employing illegal labor, for a total of more than €20.000.

The Judicial Authority of Santa Maria Capua Vetere has been informed of the outcome of the operation and may open a file on alleged crimes related to labor exploitation and violations of safety regulations.

The intervention is part of a campaign of inspections ordered by the Caserta Provincial Command to scrutinize the construction industry, a sector traditionally exposed to the risk of undeclared work and social dumping. It's a clear signal that, at least in Casapulla, regulations must be respected.

It's incredible how there are still companies operating without complying with regulations. Workers' health is essential and cannot be ignored. We hope there will be more controls in the future to prevent similar situations.
