Giuseppe Guida, mayor of Arienzo and provincial coordinator of Forza Italia in Caserta, has been released. The Naples Court of Review ruled this, annulling the house arrest order issued by the investigating judge as part of the District Anti-Mafia Directorate's investigation into the so-called "Ferraro system," an alleged ring of rigged contracts in exchange for votes and bribes.
According to the prosecution, Guida would have received the electoral support of the waste entrepreneur Nicola Ferraro, already convicted for external competition with the Camorra and currently detained, in exchange for the awarding of the contract for waste collection to ArienzoGuida's lawyers, Paolo Falco and Renato Jappelli, had filed an appeal, arguing that there was no serious evidence of guilt. The judges upheld the defense, although the reasons for the appeal will be filed in 45 days.
In the same hearing the Court of Appeal reviewed the position of another suspect, the entrepreneur Giuseppe Rea, for whom house arrest was ordered instead of prison in relation to a tender by the Local Health Authority of CasertaOther prominent figures remain involved in the proceedings, including former health manager Amedeo Blasotti.

The court's decision seems fair, but I'm not sure it's entirely clear. There are many unanswered questions. The issue of rigged tenders is complex and deserves further investigation to better understand what's happening.
