Naples – An €8 Rolex was a "business card" for entering the world of public procurement. But the gift, instead of opening doors, was returned to sender and ended up becoming evidence against the so-called "Ferraro system," the network of interests, rigged contracts, and bribes reconstructed by the Naples District Anti-Mafia Directorate and the Carabinieri of the Caserta Provincial Command.

The key figure in this story is Gennaro Volpe, former general director of the Benevento Local Health Authority, now head of the Sant'Anna and San Sebastiano Hospital in Caserta. In May 2023, Volpe refused the luxury watch given to him by entrepreneur Giuseppe Rea, a sanitation contractor, who hoped to secure two contracts for pest control services at the Benevento Local Health Authority offices. Not only did Volpe refuse the gift, he handed it to his secretary for return.

The investigation and the arrests

The episode now emerges as part of an investigation which yesterday led to the arrest of ten people (three in prison, seven under house arrest) and to seven further precautionary measures including residence bans and bans from holding public office.

Among the excellent names are:

Nicola Ferraro, former regional councilor for the Udeur party, already sentenced to 7 years for external complicity in the Camorra and considered a historic white-collar worker of the Casalesi clan, believed to be the mastermind of the system;

Giuseppe Guida, mayor of Arienzo and provincial coordinator of Forza Italia in Caserta (under house arrest);

the rector of the Parthenope University of Naples, Antonio Garofalo, suspended from office;

local administrators of the Benevento area (including San Giorgio del Sannio) and the Naples area (such as Frattamaggiore).

According to the prosecution, the "Ferraro system" revolved around the management of contracts for waste collection and the sanitization of healthcare and hospital facilities, sectors historically controlled by the Casalese entrepreneur.

Bribes, favors, electoral support, and the ability to exploit his "mafia authority" allegedly allowed Ferraro to influence tenders and contracts in Campania and beyond: traces of his system also emerge in Catania, where a company close to him allegedly obtained work thanks to his connections.

The money and the infiltration attempts

Rea, considered an integral part of the system, was found in October 2023 with nearly two million euros in cash hidden in his Caserta home, believed to be funds linked to Ferraro. He was the one who attempted to infiltrate the Benevento Local Health Authority using the watch offered to Volpe, but failed.

The outcome was different in Caserta, where Rea allegedly attempted to influence the tender for Legionella disinfestation. The procedure was suspended and then canceled thanks—according to the Prosecutor's Office—to his connections with then-director general Amedeo Blasotti (under investigation) and the intervention of politician Luigi Bosco, a former regional councilor and now regional coordinator of Azione, also under investigation.

The analysis

The investigation uncovers a well-established system of corruption and pressure involving businessmen, politicians, and local administrators, with Ferraro at the center as the link between the Casalese Camorra and the institutions. In this context, Volpe's decision to reject the Rolex represents a rare and significant gesture: a refusal that not only saved him from a network of corruption, but it helped strengthen the accusatory framework against the suspects.

The "Ferraro system" demonstrates once again how the clans and their leaders have reinvented themselves over time: no longer just violence and intimidation, but corruption and cronyism to control strategic sectors of the economy, from healthcare to waste management. A silent but pervasive model, which makes acts of resistance even more valuable, like that of a public official who, faced with a Rolex, chose the path of legality.
