Villa Literno – An operation by the Castel Volturno Forestry Carabinieri led to the discovery of a large, irregular construction site just outside Villa Literno, where a huge industrial warehouse was under construction.
The investigations revealed a series of serious urban planning and environmental violations, culminating in the seizure of the entire area, approximately four hectares of land, and the filing of criminal charges against three people.
The military responded to Via delle Dune, where they discovered reinforced concrete foundations built inside a drainage canal, altering the natural flow of the water. Municipal technicians and those from the General Land Reclamation Consortium of the Lower Volturno Basin were also called to the scene, and confirmed the irregularities.
According to the investigations, the project involved the construction of a colossal industrial warehouse: 400 meters of main frontage and approximately 10 square meters of covered area. A mammoth undertaking, located on a plot of land measuring approximately 40 square meters, which had already been altered to make it buildable.
Investigators discovered that the area had been raised approximately 50 centimeters above the original level. This elevation apparently involved the use of approximately 20 cubic meters of building demolition waste, which had not been adequately treated or remediated, and contained foreign and potentially polluting materials. This constituted illegal management of hazardous waste, with the real risk of compromising large portions of soil and subsoil.
The work, still in its initial phase, was limited to piles and inverted foundation beams, but was found to be completely non-compliant with the building permit issued by the Municipality. Furthermore, the hydraulic constraint was violated, with the partial encroachment of the drainage canal.
Faced with this situation, the Carabinieri Forestry Police ordered the precautionary seizure of the entire construction site and referred three key figures to the Public Prosecutor's Office of North Naples: the client, the legal representative of the contractor, and the project manager. The charges concern urban planning and construction offenses, violations of plumbing regulations, and the illegal management of non-hazardous special waste.
This incident draws attention to the issue of large-scale property speculation in the Caserta area, where illegal construction and the misuse of building materials remain widespread, with serious environmental repercussions and concrete risks to the area's water safety.
