Maddaloni – Dirty kitchens, untraceable food, and no authorization for meal preparation. This is what the Carabinieri of the Maddaloni station discovered, along with officers from the Caserta Anti-Adulteration and Health Unit (NAS), during an inspection conducted this morning, October 13, 2025, inside a local nursing home.
The inspection is part of the surveillance services ordered by the Carabinieri to ensure health and hygiene safety in social care facilities in the province of Caserta, a particularly sensitive sector that is often the subject of reports.
The discovery: unlabeled foods and non-standard cooking
During the inspections, the military found numerous irregularities in the management of the kitchen and in the mandatory documentation for the provision of meals.
Inside the building, a chest freezer was found located on the balcony adjacent to the kitchen. It contained approximately 20 kilograms of unlabeled food, with no indication of origin, batch, or expiration date. All the products were seized.
The inspections also confirmed the total absence of the records required by the HACCP system, the self-monitoring protocol used to monitor food risks.
Meals served without any authorization
In addition to the hygiene deficiencies, it was discovered that the facility was preparing and serving meals to elderly residents without any authorization, in violation of the health regulations required for welfare organizations.
The legal representative of the facility was charged with several administrative violations, including:
lack of food traceability;
lack of authorization for the preparation and serving of meals;
failure to implement the HACCP system and related monitoring records.

Facility closed and guests transferred
Following the serious irregularities discovered, the Prevention Department of the Caserta Local Health Authority ordered the immediate removal of the five elderly residents, who were returned to their families or transferred to duly authorized facilities.
The measure was followed by a further order from the health authority: the permanent revocation of the authorization and the closure of the facility, which will no longer be able to carry out any activities from today.
The controls
The operation is part of a wider campaign of controls to protect public health and the frail elderly, ordered by the Carabinieri of the Provincial Command of Caserta in synergy with the NAS.
In recent months, inspectors have intensified checks on healthcare facilities to address situations of neglect or improper management that put the health of the most vulnerable residents at risk.
