But behind the praise comes the denunciation. SAPPE Secretary General Donato Capece emphasizes how the entire Italian prison system is held up by “only from the good will and extraordinary sense of duty of the Penitentiary Police”. Capece talks about a system “at the limit”, where there is a lack of tools, adequate technologies and even sufficient personnel to face modern challenges.
In the three-year period from 2022 to 2024 alone, over 4.900 cell phones were seized in Italian prisons. These numbers, according to the union, demonstrate the urgent need for structural interventions, starting with the fencing of facilities and the adoption of anti-drone systems to prevent the introduction of illicit objects. “We can no longer allow – concludes Capece – that incidents of this kind become the norm. The safety of staff, inmates, and the community is at risk."
