Naples - An extraordinary plan to free schools from the grip of drug dealing and violence. Prefect Michele di Bari announced the security measures implemented throughout the province: 25 schools, from the most difficult neighborhoods in the city center to the metropolitan area, were patrolled by law enforcement with metal detectors and targeted patrols.
The Provincial Committee for Public Order and Security, meeting on October 17, outlined a strategy that combines repression and prevention. "These are issues that must be addressed not only through repression, given the complexity of the issue, but also with a systematic and shared approach," the Prefect explained.
The operations: metal detectors and blanket checks
The operations, conducted between October 29, 2024, and March 27, 2025, involved joint forces combing the areas surrounding the institutions. The focus was on the neighborhoods with the highest concentration of critical incidents:
Scampia: 4 institutes supervised
San Giovanni a Teduccio: 4 institutes
Fuorigrotta: 3 institutes
Secondigliano and Ponticelli: 2 institutes each
In the hinterland, the device has extended to:
Giugliano: 2 institutes
Pozzuoli and Castellammare di Stabia: 3 institutes each
The fight against weapons: seizures and education
Alongside drug abuse, efforts continue to combat the use of weapons among minors.

"We're working on a dual track," the Prefecture explains. Alongside enforcement, a dedicated roundtable on juvenile delinquency is active, involving both public and private stakeholders. The goal: to create inclusion pathways to support young people on their journey of growth.
The results: increased attendance thanks to the "Caivano Decree"
The first positive effects are already visible. Thanks to the implementation of the "Caivano Decree," which requires school principals and mayors to actively monitor school attendance, there has been an increase in average student attendance. This is crucial, considering that dropping out and truancy often pave the way for recruitment by organized crime.
The operations will continue throughout the school year, with the aim of creating a permanent "safety net" around the students, in what is expected to be one of the largest security operations ever undertaken in Campania schools.
