San Sebastiano al Vesuvio - A story of cruelty and—paradoxically—abandonment unfolded in the heart of San Sebastiano al Vesuvio, culminating in two people being charged with animal abuse and abandonment.
The victim of this unacceptable double carelessness is Bella, a beautiful 5-year-old German Shepherd, reduced to desperate conditions after being dragged for almost six kilometers, held on a leash with a choke chain, by a dog sitter riding an e-bike.
The agony in Republic Square
The tragedy unfolded in all its brutality in Piazza della Repubblica, in the center of the Vesuvian town, around 9:00 PM. It was here that surveillance cameras—which had filmed the e-bike ascending Via Libertà—captured the poor beast's collapse. Bella, exhausted, collapsed to the ground.
When the Carabinieri from the San Sebastiano al Vesuvio station arrived, alerted by a courageous citizen, his condition was terrifying: completely bloody paws, obvious abrasions, and burns on his paw pads. The animal, as witnessed by passersby, was crying in pain, a blood stain spreading across the asphalt.
The double responsibility: the dog sitter and the owner
The person responsible for the inhumane transport was a 39-year-old, already known to the police, who had offered to work as a dog sitter.

Ordered to stop by a passerby, the biker froze, removed the chain and tried in vain to lift the animal, which was now unable to stand.
But the picture becomes more complicated and the drama takes on a bitter twist. Traced by the CarabinieriBella's owner, a 54-year-old man with no criminal record from Volla, has treated the dog with complete indifference. He has announced that he no longer wishes to take the animal back.
Abuse and abandonment: the complaint
Faced with behavior that evidenced double and unforgivable negligence, both the 39-year-old dog sitter, responsible for the physical abuse, and the 54-year-old owner, guilty of incomprehensible abandonment of the dog after proven suffering, have been charged with animal abuse and neglect.
Bella is currently under the care of doctors at the Naples 3 South Veterinary ASL and is hospitalized at a veterinary clinic in Torre del Greco.
The Mayor's Heart: Giuseppe Panico Offers Up for Foster Care
In an ending that promises hope for Bella, the mayor of San Sebastiano al VesuvioDr. Giuseppe Panico showed commendable civic duty and compassion. The mayor immediately made himself available to find a foster home for the dog and offered personal custody while awaiting a permanent placement, demonstrating a commitment to the community and animal welfare that stands in stark contrast to the selfishness displayed by the two defendants.
