Portici – Mass resignations "for just cause" at the heart of social services. The healthcare workers of the Luna Consortium, which manages home care for the elderly in Portici, have resigned en masse after months of unpaid salaries. Nine months of unpaid work, in some cases, for those who care for the most vulnerable people on a daily basis.
The complaint comes from the FP CGILCampania, which reconstructs a story with regional dimensions. This isn't the first time the consortium has come under fire: at the end of 2024, similar delays affected staff working on a contract in Capri, while a few weeks ago, workers in Area 17 in Frattamaggiore were forced to work for 24 hours.
Now the entire Portici service staff has thrown in the towel, leaving a void in care for the elderly in the area.
Paid invoices, phantom salaries
Marco D'Acunto, regional secretary of the FP-CGIL union with responsibility for the third sector, points to systemic anomalies: "The contracting authorities appear to be up to date with invoice payments, so it's clear the problem lies within the Consortium." This situation raises questions about resource management and worker protection in social contracts.
Meanwhile, the Luna Consortium has chosen litigation, challenging two injunctions obtained by two employees through the union. "We fear that the prolonged legal process could jeopardize the recovery of the funds," warns D'Acunto, expressing concern for both workers' rights and the continued provision of care for the elderly in Portici.
The prefect raised the alarm, and the union called for checks.
The FPCGIL has already alerted the Prefect of Naples and is requesting an urgent meeting with the Municipality of Portici. The request is clear: reform the tendering system with stricter controls by contracting authorities and provide for the immediate revocation of contracts when staff are not paid.
"A structural change is needed to prevent situations like this from happening again," the union concludes, denouncing the flaws in a system that places management inefficiencies on the most vulnerable—operators and their clients.
