Naples - A crucial meeting of the Provincial Observatory on Usury was held yesterday at the Government Palace, convened by the Prefect of Naples, Michele di Bari. This strategic meeting was not only designed to monitor this worrying criminal phenomenon, but also, above all, to lay the foundation for a more effective operational plan for prevention and countering it across the region.

The session saw the participation of a broad and qualified network of stakeholders: representatives of the Municipality and Metropolitan City, heads of the Bank of Italy and ABI, the Chamber of Commerce, the Regional Education Office, and delegates from Neapolitan universities (Federico II, Suor Orsola Benincasa, Parthenope). The presence of law enforcement and a large array of third sector organizations was crucial, including the associations FAI Antiracket, SOS Impresa, the Exodus 94 Foundation, Finetica Ets, Moscati, Paulus, and the Pino Puglisi Listening Center, as well as ecclesiastical delegates.

At the opening, the data on usury and the significant number of 68 completed administrative proceedings were highlighted. These results, as emphasized, are the fruit of the "fruitful collaboration" between the Prefecture's office and the structure of the Government's Special Commissioner for Anti-Racketeering and Anti-Usury Initiatives, Prefect Maria Grazia Nicolò, and all the Observatory's members.

The anti-wear "Road Map"

The focus of the debate has quickly shifted from observation to action. The primary objective is to identify concrete short- and medium-term interventions to actively support entrepreneurs and families in accessing the benefits provided by the legislation.

The need to strengthen information outreach throughout the country was unanimously agreed upon, transforming every institutional hub into a bulwark of legality: from school classrooms to university classrooms, from Chamber of Commerce offices to those of the Bank of Italy, right down to dioceses.

In operational terms, the Observatory has defined a real "road map" of interventions that will be developed in specific technical tables in the coming months:

Monitoring of FundsSharing data on applications submitted for access to the anti-racketeering and anti-usury funds established at the Ministry of Economy and Finance, in collaboration between the Prefecture, the Bank of Italy, and the Italian Banking Association (ABI), for proactive monitoring of the phenomenon.

Restricted Technical Tables: Establishment of targeted working groups with the Regional School Office, law enforcement agencies, and academic experts to address the issue with cross-disciplinary expertise.

Massive Information CampaignsLaunch of specific awareness and information campaigns, with the logistical support of the Chamber of Commerce, to reach the most vulnerable economic and social sectors.

Finally, the Observatory has decided to meet periodically for a thorough review and implementation of the initiatives promoted, maintaining high vigilance against financial crime.
