Naples - Starting next Monday, Secondigliano Prison will have a new director. Dr. Gianfranco Marcello, a highly experienced figure in Italian prison administration, will replace Dr. Giulia Russo, who was assigned to direct Poggioreale Prison.
The news was welcomed by the regional secretariat of OSAPP (Autonomous Union of Penitentiary Police), led by Vincenzo Palmieri, who wished both managers well in their new roles.
A high-profile CV
Dr. Marcello brings with him a wealth of professional experience, developed over decades of service at nationally renowned penitentiaries. He has directed the facilities of Alba, Foggia, Ivrea, Ariano Irpino, and Benevento, and has temporarily directed numerous facilities, including those in Aosta, Asti, Avellino, Aversa, Biella, Carinola, Fossano, Lucera, Saluzzo, Sant'Angelo dei Lombardi, Vercelli, Turin, and Verbania.
OSAPP considers this experience an ideal foundation for competently managing a complex penitentiary like Secondigliano, which continues to present critical issues despite the efforts of outgoing director Giulia Russo.
The union's hope
In the official statement, Regional Secretary Palmieri emphasized the importance of establishing a relationship based on listening, dialogue, and cooperation between the new management and the union. The goal is to jointly address the issues facing the Campania prison system, pursuing results of mutual interest for the safety of staff and the management of inmates.
Best wishes for success were also extended by the local and provincial OSAPP secretariat of Naples, which will closely monitor the launch of the new management at both Neapolitan institutions.

The new director, Gianfranco Marcello, appears to have extensive experience, but we hope he can resolve Secondigliano's problems. The situation there is complicated, and a real collective effort is needed to improve it.
