Letters – The curtain has finally fallen on the "Paradise Resort." The evocative name of the accommodation, which promised idyllic scenery in the hamlet of Orsano, actually concealed half a century of urban planning violations and land degradation.
The ruling issued today by the sole judge of the Torre Annunziata Court marks a historic turning point in the fight against illegal construction in the Monti Lattari area. Fully granting the Public Prosecutor's Office's request, the judge sentenced six people to one year's imprisonment and a €25.000 fine each.
But the verdict goes beyond a prison sentence: the entire complex has been definitively confiscated, and it now becomes the property of the Municipality of Lettere.
Half a century of illegal concrete
What was reconstructed during the lengthy trial, which began in January 2020, is a veritable "crime novel" of the construction industry. The grounds for the conviction for illegal mixed development paint a picture of illegality that spanned approximately 50 years. A transformation of the land, sometimes without any authorization, other times under the cover of building permits deemed illegitimate, in an area subject to stringent landscape and environmental restrictions.

The invasion of the road: Above Via Petrelle, between 1964 and 2015, the main body of the Resort was built. The expansion was so aggressive that it occurred in "aerial mode," even encroaching on public property, overhanging the steps and the road itself.
The valley excavation: Downstream from the road, between 1987 and 2014, nature was destroyed. Massive excavations, reinforced concrete retaining walls, and foundation piles created four artificial terraces to accommodate parking lots, kitchens, and utility rooms. What was once an agricultural area was "completely distorted in its geological and pedological characteristics."
The garage trick: The final act took place on Via San Martino. A two-story garage had been under construction since 2009. On paper, it was supposed to be a simple garage; in reality, it was a large parking lot exclusively for hotel guests.
A wounded territory
The seriousness of the sentence lies not only in the violation of the regulations, but also in the danger created. The entire real estate transaction was carried out in an area classified as high hydrogeological risk by the River Basin Authority.
According to the judges, the "Paradise Resort" has jeopardized the orderly development of the area, overloading the infrastructure and road system of a small town, and causing irreversible environmental disruption. What for decades was a symbol of impunity now becomes public property, bringing to an end a fifty-year chapter of speculation.
