Naples launches an Observatory against urban degradation: an alliance between institutions to map at-risk areas.

Naples - The Regional Observatory for Combating Urban Decay and Social Exclusion, a strategic body established by the Ministry of the Interior to address regional emergencies through a coordinated approach between institutions and civil society, was established this morning in Naples.

The inaugural meeting, chaired by Prefect Michele di Bari, brought together a high-profile institutional audience: from the Public Prosecutor of the Juvenile Court, Patrizia Imperato, to the Deputy Mayor of Naples, Laura Lieto, as well as police officers, representatives of the judiciary, the relevant ministries, and the third sector.

An operational machine against urban divides

The Observatory, established by Legislative Decree 123/2023 and governed by the Ministerial Decree of June 2024, serves as a hub for the collection and analysis of qualitative and quantitative data on the most critical metropolitan areas.

The stated goal: to promptly identify hotbeds of economic hardship, crime, and social marginalization to offer concrete responses to local authorities.

"It will not be a simple bureaucratic discussion table," explained Prefect Di Bari, outlining the methodological guidelines. "The body will operate with a flexible composition, involving the most suitable actors to develop effective solutions for each specific territorial issue."

From the Neapolitan capital to the entire region

One of the Observatory's unique features is its itinerant nature: operational meetings are already scheduled at other Campania prefectures, thus ensuring widespread regional coverage. This model aims to transcend centralist logic and embrace a polycentric vision of combating urban degradation.

At the table sit prominent representatives: from ISTAT (National Institute of Statistics) to the Regional School Office, from ANCE (Italian National Association of Italian Workers) to UIL (Italian Labour Union), to the Third Sector Forum and the Valenzi Foundation. This institutional and social network aims to translate statistical data into concrete policies to reduce urban disparities and promote inclusive growth.

All participants expressed full support for the objectives, launching an in-depth analysis of the critical phenomena plaguing the suburbs and most vulnerable areas of Campania.
