NAPLES – Local police have stepped up patrols across the city, targeting irregular traffic, illegal trading, and the misuse of permits to access the Limited Traffic Zones. A sweeping operation that targeted the Spanish Quarters, Piazza del Plebiscito, Corso Arnaldo Lucci, and the market on Via Metastasio, revealing a picture of widespread daily lawlessness.
In the Spanish Quarters and Piazza del Plebiscito, officers checked 19 bicycles and electric vehicles: only two were found to be in compliance. Fifty-nine fines were issued for traffic violations—lack of insurance, improper license plates, and driving without a license—and 17 vehicles were seized.
On Corso Arnaldo Lucci, the joint operation of the Avvocata Operational Units and the Territorial Intervention Group resulted in 34 violations and five towings, including parking violations, lack of insurance coverage, and driving without a license. At the market on Via Metastasio, officers from the Soccavo and Fuorigrotta Units checked 67 street vendors: four were found to be unlicensed or guilty of illegally occupying public land. Over 50 kilos of fruit and vegetables and various non-food items were seized; the edible items were donated to the city zoo.
During checks on ZTL permits, a case of fraud also emerged: a man falsely claimed that his mother, who held a permit for people with disabilities, was still alive in order to obtain new license plates. He was charged with fraud against the public administration and forgery of a public document.

It's important that the police monitor traffic in Naples, but I wonder if the fines are effective. It's unclear whether citizens understand the rules; perhaps a stronger information campaign is needed.
