Marano – "What is happening in Marano di Napoli regarding the awarding of the waste collection and transport contract represents a unique development from a management perspective and in terms of compliance with legality and workplace safety.
For months, we've been witnessing a cacophony of maneuvers in which the Marano Municipal Administration has avoided discussions with the trade unions, even before the contract has been awarded. The refusal to engage in prior discussions and the union's unheeded warnings have created what is an understatement to call a botched and incomprehensible situation.
While the Contract Manager was submitting a series of documents throughout November, each one refuting the previous day's, on November 28th the trade unions found themselves rushing through a construction site transfer for the change of management that was to take place on December 01st.
The construction site was handed over remotely to Isvec, which currently no longer holds the authorizations to perform the service, having proceeded to lease a branch of the company for all the construction sites in Campania and Lazio.
The minutes of the construction site transfer, sent three days after the meeting and only after much insistence, proved surprising, as the Marano Ambiente company, which the trade unions had never been aware of, had been established in place of ISVEC. This document was thus falsified in form and substance and unacceptable.
Since December 01st, workers assigned to the Marano waste management contract have been working with this company without a signed contract. They have been faced with the unfortunate reality of finding vehicles unusable due to their dilapidation on the construction site, without having received the necessary PPE, and apparently also noting the lack of authorization from the shadowy company to carry out the operations for the service. It's easy to call this a mess.
We are faced with a reckless management that does not comply with any of the mandatory regulations regarding health and safety and also with the transparency of the administrative procedures required in the assignment and management of a public service at the expense of the treasury.
Who is responsible for such a paradoxical situation? Why did they choose to bypass discussions with the trade unions, who were raising an alarm that fell on deaf ears? The institutions that oversee the proper management of public assets are called upon to answer these questions, and we urge these institutions to take urgent action to restore the manageability of the service and the protection of workers, as well as legality and transparency.
