The State Property Agency is opening a new window on opportunities for the recovery and revitalization of public assets. The second tranche of concession calls for 2025 is now online: a package of 14 state-owned properties distributed across various regions, made available through various management options—temporary use, enhancement concessions, and concessions facilitated for Third Sector Entities (TSEs).
The calls for proposals, published on the Agency's website, concern six properties intended for temporary use (permits from six months to six years), seven buildings for redevelopment projects, and one property reserved for ETS with a term of up to 50 years. The goal: to transform unused spaces into vibrant spaces, open to the community or attractive to private investors.
Properties for temporary use
The deadline for submitting bids is 12:00 PM on April 8, 2026. These properties, the State Property Agency explains, will be able to host civic initiatives, social, cultural, and public participation activities. The list includes:

Former Arsenal (portion) – Pavia
Tobacco Factory – Benevento
Former Gherzi Barracks (portion) – Novara
Former San Sebastiano Prison – Sassari
Pisani Fund – Clock House – Palermo
Assets for valorization and the Third Sector
The deadline for these properties is June 4, 2026, at 12:00 PM. Interest is directed both at investors seeking urban regeneration and at third-sector organizations seeking to develop social, cultural, or welfare initiatives through subsidized leasing.
