At a time when the pressure of illegality on territories and institutions appears increasingly insidious, a new civil entity is preparing to enter the fray. Not a study group, but an "operational garrison."
On December 16, 2025, the "Rosario Livatino ODV" Volunteer Association was officially founded, taking its name and inspiration from the magistrate killed by the mafia in 1990, a symbol of uncompromising integrity.
The association, which claims to be apolitical and nondenominational, was founded with a specific goal: to transform the principles of legality into concrete surveillance, assistance, and action. It is led by a high-profile leadership team with extensive experience in combating organized crime.
The national secretariat is headed by Nicola Morra, longtime president of the Parliamentary Anti-Mafia Commission, a well-known figure in institutional work in this area. Alongside him, as Honorary President, sits Maria Antonietta Troncone, a renowned magistrate, former Deputy Prosecutor at the Naples District Anti-Mafia Office and former Public Prosecutor.
The board of directors is a cross-disciplinary team combining legal, investigative, administrative, and healthcare expertise: from auditor and former anti-mafia official Salvatore Carli to oncologist Antonio Marfella del Pascale, as well as former police commanders and procurement experts. This composition aims to be the first response to the complex challenges.
The "Livatino ODV" won't settle for mere proclamations. Its action plan already includes three permanent observatories, true sentinels over the country's open wounds:
Public Administration Observatory, to monitor transparency, conflicts of interest, and mafia infiltration in local authorities, local health authorities, and contractors.
Labor Observatory, to combat gangmastering and exploitation, supporting victims of undeclared work.
Environment and Health Observatory, to monitor pollution, illegal waste disposal, and environmental crimes.
A commitment that begins immediately with action. The Association's first official act was a request for transparency regarding the transfer of Carabinieri Lieutenant Gennaro Capasso, former commander of the Castel Volturno Company, a sign of vigilant attention to the dynamics in high-crime areas.
"The Association acts as a 'civil shield' and a permanent observatory," the statement reads, "so that legality is not just a proclamation, but a daily practice."
The founders intend to honor the legacy of "Judge Ragazzino" not with commemorations, but with the obscure and necessary work of monitoring, reporting, and advocacy, to protect citizens and those working on the state's front lines. The game has just begun for this new institution.
