Orta di Atella – It had become a monument to decay and lawlessness, a "non-place" where everything untouched was disposed of. An unfinished building complex, an uninhabited concrete skeleton, was transformed over time into a veritable ecological bomb.
The Carabinieri of the Marcianise Company's Mobile Radio Section placed the entire area under lockdown late yesterday afternoon, December 17, 2025, as part of an operation aimed at combating environmental crimes.
The raid is part of extraordinary territorial control operations focused on the so-called "Land of Fires," an area that continues to require the utmost attention from law enforcement to prevent toxic fires and illegal dumping. When the officers entered the property, they encountered a bleak scene: the building, structured into three separate sections, contained approximately 50 rooms, likely originally designed as garages and basements, now completely saturated with garbage.
Hazardous waste
It wasn't just neglect. The Carabinieri documented the presence of large quantities of hazardous and non-hazardous waste. Inside the rough concrete walls were piled old furniture, mattresses, paint and solvent drums, mechanical and car body parts (likely the proceeds of illegal dismantling), bituminous membranes, and all kinds of municipal solid waste. An open-air landfill, yet hidden within the walls of a ghost construction site, managed in the shadows.
The condition of the site left no room for doubt: the building had been systematically used as an illegal landfill. Immediate investigations identified the owner of the building, who was served with the seizure order. Currently, the charges against unknown persons include dumping hazardous waste and illegal waste management.
But there's a detail that compounds the situation: the investigation revealed that the building was not new to the legal news. The structure had already been seized in 2008 for illegal building violations. Since then, for over 17 years, no judicial authorities have issued a release order, nor has the Municipality issued any administrative action to remediate or demolish the structure. A bureaucratic limbo that has facilitated the transformation of illegal building into environmental devastation.
