Postal Service, Finance Police crack down on illegal operators in Campania: 16 operators in trouble and fines totaling €220.

Naples – The shipping market is coming under the scrutiny of the Guardia di Finanza (Italian Financial Police). During a year marked by tight controls in 2025, the Special Unit for Goods and Services, at the urging of AGCOM (Italian Communications Authority), has scrutinized the national postal sector, uncovering a dense network of irregularities ranging from unauthorized practice to the exploitation of undeclared labor.

The Guardia di Finanza's offensive was particularly concentrated during the Christmas holidays. At a time when parcel and package volumes peaked, several operators allegedly took advantage of the growing demand to operate undetected, lacking the mandatory licenses issued by the Ministry of Business and Made in Italy (MIMIT).

The operation has had a significant impact: 16 medium- and large-sized operators have been identified and reported for serious violations of industry regulations. In addition to the lack of licensing, many operators have failed to adopt the "Service Charter," a key document for ensuring transparency and citizen protection. The administrative fines imposed by AGCOM have exceeded the €200.000 threshold.

The investigation went beyond bureaucratic aspects, delving into the economic fabric of the companies involved. By cross-referencing databases and conducting local checks, the military uncovered serious employment violations. In total, three workers were identified as completely undeclared and five were found to be illegal, resulting in additional fines of over €20.000.

Law enforcement activities aim to protect not only the market and free competition, but also constitutionally guaranteed rights. As investigators emphasized, illegal postal practices jeopardize the security and confidentiality of correspondence, essential assets that require the utmost vigilance against improvisation and illegal activities.

It's important to monitor shipments because there are many irregularities. But I also wonder whether fines are truly effective, or whether they only temporarily stop the problem without addressing its root cause, as they should.
