Naples – Carabinieri officers from the Napoli Stella company have dismantled a case of illegal building in the heart of Scampia, in lot T/A of Via Federico Fellini.
During routine checks, the officers noticed a previously unseen entrance door, which led to the discovery of a completely illegal apartment, created by modifying the appurtenances of a public housing unit owned by the Municipality of Naples.
The perpetrator of the illegal construction work is a 36-year-old laborer, the legitimate tenant of the adjacent apartment and with a clean criminal record. Thanks to the unauthorized alterations, he created a new "ghost" property where a 38-year-old woman, already known to law enforcement, lived.
During the search of the illegal residence, the Carabinieri found €24.500 in cash, an amount the 38-year-old woman was unable to account for. She was charged with receiving stolen goods, violations of the Consolidated Building Act, and illegal construction.
The 36-year-old was also charged with crimes related to the illegal construction. The illegal apartment and the money were seized. The operation highlights how, even in social housing contexts, illegal practices persist, threatening public assets.
