Naples – The Campania Regional Administrative Court (TAR) has rejected the appeal to open a betting shop in the province of Naples, upholding the Torre Annunziata Police Station's decision to deny a public safety license.
The main motivation? The risk of criminal infiltration linked to family ties to a Camorra member.
Although the business owner has no criminal record, the administrative judges deemed the presence of family ties to a member of a Camorra clan to pose a real risk.

The ruling, as reported by Agipro News, emphasizes that businesses such as betting shops can be collectively managed and controlled by families, both legally and de facto, and that decisions can be indirectly influenced even by a relative affiliated with organized crime.
The Court took into consideration the owner's housing situation, which appears to be in the same building as his parent, deeming this circumstance sufficient to assess the relevance of the family relationship for the purposes of a connection, even indirect, between the company and organized crime circles.
The appellant's interpretation that the father's clan is no longer active in the affected area was also rejected. The court documents show that the criminal group still operates in the area and retains the ability to influence various economic activities.

The TAR's decision is interesting, but I wonder if it's fair to penalize an entrepreneur solely for his family ties. Despite his clean criminal record, the laws seem to deny opportunities to those who want to work honestly.
