Naples – The first rain of the week was enough to once again expose the chronic weaknesses of a Naples that aspires to major international influxes but stumbles over the ordinary.
Enrico Ditto, a tourism entrepreneur, is raising the alarm, blaming an urban system unable to withstand the stress of the weather, turning the city into a trap for residents and visitors.
The ordinary that becomes an emergency
According to Ditto, Monday morning's collapse isn't an isolated event, but rather a symptom of a structural deficit. Road closures, intermittent transportation, and impassable pedestrian walkways are no longer tolerable in a metropolis that stakes everything on its global image.
"If a single rain shower is enough to cause sudden closures and irregular transport, the problem isn't the weather but urban planning," explains the entrepreneur.
The critical issues reported concern:
Transport: Lines slowed or suspended and inter-district connections interrupted.
Roads: Main roads closed due to flooding or landslides.
Pedestrian safety: Uneven sidewalks and dangerous crossings make gentle mobility an obstacle course.
The role of managers: "We're replacing the municipality."
The most challenging part of Ditto's analysis concerns the role of private individuals, forced to make up for the shortcomings of the public sector. In a city that should be welcoming, hospitality managers find themselves acting as a "shield" for tourist complaints, trying to manage inconveniences beyond their control.
"We're acting as substitutes for the municipal system," Ditto complains. "We're trying to address the concerns of those who visit us and find themselves in a state of semi-abandonment under water."
The crux of the "tourist vocation"
For the entrepreneur, the concept of a "tourist city" cannot be limited to promotion or the number of beds, but must be based on the reliability of services. A credible development strategy must necessarily include routine maintenance and the integration of mobility and public spaces.
Without structural interventions, Ditto warns, Naples's vocation will remain "fragile and intermittent," subject to collapse under any external stress, be it a weather warning or a new logistical emergency.
