In Italy, online gambling involving real money winnings is undergoing a two-stage transformation. The first phase was adopted in 2025 and affected digital casinos; the second phase focuses on players and their protection, introducing greater transparency and additional opt-out options.

The aims of the reform which provides for the reorganisation of the remote gaming sector are multiple, including ensuring the protection of vulnerable people and minors, but also preventing disorders linked to excessive gambling.

What changes for online players?

Industry operators will need to be more careful when developing advertising aimed at promoting online gambling. Advertising campaigns must promote responsible and safe gaming, in accordance with updated rules.

Gaming platforms must combat pathological gambling with a broader self-exclusion mechanism for players, who can decide to set a voluntary exclusion timer from seven minutes to 270 days.

The voluntary exclusion mechanism adds to the existing options that allow players to temporarily or permanently remove themselves from the entertainment platform.

Furthermore, the player is free to set spending limits and is informed by the gaming system when the spending level has been reached.

The reform does not affect the specifics of first-time access promotions and freebies for long-term customers. This means that it will be possible to continue find the best casino bonuses on the web provided by dedicated sites without limitations, other than those relating to responsible and safe gaming.

Other protections introduced for online gaming

The law reforming online gambling provides better traceability of financial flows intended for online gaming accounts, with the aim of preventing the misuse of digital gaming rooms and in particular money laundering.

In order to protect users from gambling addiction, a weekly top-up limit has been introduced at merchants that act as top-up points (PVR) for personal accounts opened at an online casino.

Through PVRs, players can top up a maximum of €100 per week, either electronically or in cash. This restriction is designed to prevent over-indebtedness among high-risk players.

To better protect users from fraud and scams carried out by unregulated operators, the ADM, i.e. the Customs and Monopolies Agency, and the Revenue Agency, will be able to make use of artificial intelligence tools to uncover non-compliant websites and suspicious offers spread through social networks.

Ultimately, the rules introduced for online gambling are intended to promote healthy entertainment for players, making them responsible and not dependent. At the same time, the legislation introduces new tools, such as the use of artificial intelligence, to combat fraudulent offers that undermine the economic stability of Italian citizens and discredit legally compliant industry operators.
