Seals on phantom concrete: €4 million building seized in Avellino

A major operation by the Carabinieri Forestale (Forestry Police): 12 apartments seized. The charge is illegal subdivision in a restricted and protected agricultural area.

Avellino – A luxury residential complex that stood where nothing should have been. The Carabinieri of the Avellino Forestry Group today executed a precautionary seizure order, issued by the local court's investigating judge at the request of the prosecutor's office, sealing off an entire building consisting of 12 units.

This is a significant financial undertaking: the estimated value of the building is around 4 million euros.

The blitz and the irregularities

The investigation centers on a construction site of approximately 3.000 square meters. According to investigators' reconstruction, the building was constructed in complete violation of the area's plan and volumetric structure.

The affected area, in fact, has a strong agricultural vocation and, even more seriously, falls within the buffer zone of a watercourse, where a strict building ban is in force.

False land registry documents and illegitimate titles

The accusation doesn't stop with "physical" building violations. According to the Irpinia Prosecutor's Office, the suspects allegedly set up a complex system to circumvent inspections, using:

Illegitimate building permits: permits that should never have been issued.

False land registry certificates: documents manipulated to make the area appear suitable for construction.

The crime being charged is illegal subdivision. The Forestry Commission's intervention therefore blocked the completion of a project that, if put on the market, would have further damaged the environment in a protected area. Investigations are continuing to determine any liability within the technical offices responsible for oversight.

The seizure seems fair to me, but there are many aspects that aren't clear, such as the responsibilities of the technical offices that are supposed to oversee everything. I hope they'll be clarified as soon as possible.
