Caivano – A "well-tested" system for smothering the area under a mountain of textile waste. This is what emerged from the latest operation by the North Naples Prosecutor's Office, which at dawn this morning executed an emergency precautionary seizure order.

Investigators have targeted an entire illegal supply chain that began at the cutting tables of six factories and ended in the Caivano countryside, which was transformed into an open-air landfill.

Reconstructing the dirty supply chain

The investigation, coordinated by the Prosecutor's Office and conducted by the Carabinieri of the NIPAAF of Naples together with the military of Caivano, used advanced technologies to monitor suspicious movements. Thanks to the use of drones, satellite geolocation systems, and meticulous analysis of video surveillance cameras, investigators reconstructed the waste's route.

At the top of the pyramid are six industrial plants located between Sant'Arpino, Grumo Nevano, and Frattaminore. The managers of these operations, instead of regularly disposing of their waste through certified channels, relied on an Italian intermediary without any environmental authorization.

The latter collected the waste directly from the factories and then transported it to an “intermediate storage point”: a basement in Grumo Nevano.

The transfer and abandonment to the Royal Lagni

The second phase of the crime took place in the basement. Here, with the complicity of two Romanian citizens, the bags were transferred to other vehicles ready for the final phase: their final abandonment. The preferred dumping site was Strada Vicinale dei Regi Lagni in Caivano.

On at least seven documented occasions, approximately 200 enormous nylon bags containing textile waste were dumped, creating a veritable illegal landfill, contributing to the degradation of an area already heavily affected by fires and illegal dumping.

The outcome of the blitz

The measure carried out today by the Carabinieri (with the support of the Caserta units and the Labour Inspectorate) led to the seizure of:

6 textile factories producing waste;

2 vehicles used for illicit transportation;

1 basement room used for storage and transshipment.

In addition to environmental crimes, the military has initiated in-depth inspections of workplace safety and hygiene within the seized factories. The Prosecutor's Office has already forwarded the request for validation to the investigating judge of the Court of Naples North.

The defendants are presumed innocent until a final verdict is reached, but the blow inflicted on the illegal waste disposal system in the area north of Naples remains extremely significant for the protection of the territory.

The article describes a very serious situation in Caivano. It's incredible how certain entrepreneurs can think of polluting without any respect for the environment. Let's hope justice takes its course and these behaviors are punished.
