Naples – A major contract worth approximately €80 million for the cleaning and sanitization of EAV (Ente Autonomo Volturno) stations, offices, and infrastructure has been investigated by the Naples Public Prosecutor's Office. On January 26, 2026, Guardia di Finanza officers, acting on behalf of Naples' prosecutors, conducted a search of documents and documentation at the regional public transport company's headquarters.
The investigation, launched following a complaint filed in recent months, aims to shed light on the overall management of the service and in particular on the delicate handover between the outgoing company, Moderne Facility Management, and the incoming company, Dussmann Service, which took over the contract after a controversial legal process.
The tender was published on August 1, 2024, through an open procedure, and awarded to Dussmann Service by order dated January 29, 2025. Moderne, which had continued under a technical extension, challenged the award first before the Campania Regional Administrative Court (which confirmed the legitimacy of the award on October 21, 2025) and then before the Council of State.
The President of the Council of State had initially rejected the request for a stay (30 October 2025), but following a new request presented on 25 November 2025, he granted a temporary precautionary suspension pending the collegiate Council Chamber (initially set for 13 November, but with subsequent developments).
The change in management had already generated strong tensions: union concerns about maintaining employment levels, staff transfers, and the delivery of contractual documentation, in addition to an administrative dispute still pending.
The entire procedure has now come under criminal scrutiny. The Guardia di Finanza (Fiamme Gialle) is verifying the accuracy of the administrative procedures, the regularity of the tender procedures, and the procedures for the takeover.
At this time, no individuals are listed as suspects, but the acquisition of the documents represents a significant step in the investigation, which involves one of EAV's most significant contracts in terms of economic value and employment impact (hundreds of employees involved in the service throughout the region). In previous press releases, EAV had reconstructed the entire process, emphasizing compliance with procedures and the legitimacy of the award to Dussmann.
The Naples Public Prosecutor's Office, however, intends to investigate whether there were any irregularities or criminal charges in the management of the contract. The matter is raising concerns about public procurement in the Campania transport sector, which has been the subject of several audits and appeals in the past. The investigation is continuing under the strictest secrecy.
