Terracina – A formal appeal to activate anti-mafia prevention tools before the influence becomes structural. The "Rosario Livatino" Association, chaired by Nicola Morra, has filed a detailed petition with the Prefects of Latina and Naples, requesting emergency administrative intervention to protect the legal economy and the integrity of local institutions.
The report stems from recent judicial findings that, according to the Association, outline a concrete risk of Camorra infiltration in strategic economic sectors, particularly restaurants, construction, and commerce. Hence the request to apply Article 89-bis of the Anti-Mafia Code, which allows the Prefect to impose bans even against businesses subject to a Certified Notification of Commencement of Business (Scia), if evidence of links to organized crime emerges.
The most delicate point of the application concerns the maintenance of local administrative structures. The Association emphasizes that, should the prefect's investigations confirm the presence and operation of business structures attributable to clans, it would be necessary to activate the inspection powers provided for in Article 143 of the Consolidated Law on Local Authorities.
"If the audits confirm evidence of economic pollution," the board explains, "we will officially request the establishment of an Access Commission to determine any bias, omissions, or inaction on the part of local authorities in the oversight and issuance of authorizations. Public administration protection must be absolute and preventative."

The initiative is also based on the consolidated jurisprudence of the Council of State, which recognizes the precautionary function of anti-mafia prevention based on the so-called "crucial probability" of infiltration. The stated objective is to free the local market from the control of illicit capital, ensuring safety for citizens and protecting healthy businesses.
"It is essential to intervene before the influence becomes irreversible," the Association's representatives reiterate. "We call on the state to fully exercise its supervisory powers to ensure that local institutions remain impervious to the clans' interests."
The Rosario Livatino Association has also announced that it will continue to monitor the developments, offering its cooperation to the relevant authorities to prevent any form of mafia infiltration in public affairs.
