Naples – A long line of cars and motorcycles at a crawl to say "no" to yet another toll increase. The Naples ring road was once again the scene of protests this morning, when a slow-moving march crossed the city's main thoroughfare to protest the toll increase scheduled for January 1, 2026, which would bring the toll to €1,05.
The demonstration, which began at 10:15 a.m. in Fuorigrotta, brought together politicians, lawyers, and Neapolitan civic figures. Leading the march were the RaNaples motorcyclists—wearing their trademark frog masks—and Ducati Bunny, followed by dozens of citizens calling for the liberalization of the trade.
A penalized city
"Citizens are tired of paying for no services in return," said Francesco Emilio Borrelli, a member of the Green-Left Alliance and the initiative's promoter. "From 2026, we'll pay more due to inflation, but the ring road still suffers from traffic jams, endless construction sites, and a lack of maintenance. It's unacceptable that Europe's only remaining toll highway continues to burden Neapolitans without any real improvement in quality."
Alongside Borrelli were regional councilor Carlo Ceparano, municipal councilors Rino Nasti and Gianni Caselli, and Portici municipal councilor Aldo Agnello.
The proposal: tolls only at the city limits
Not just a protest, but also a technical proposal to ease the burden on residents. During the demonstration, the idea of a petition to eliminate internal toll booths was relaunched. "The goal is to charge only those entering the city from outside," Borrelli explained. "Those traveling between Naples' neighborhoods shouldn't be tolled. It's a solution already adopted in other Italian cities that would ease urban traffic congestion."
Attorney Angelo Pisani, who has been a front-line advocate for motorists' rights for years, agrees: "The ring road is, in effect, an urban road. Charging a toll to travel within your municipality is a violation of the right to mobility that penalizes families and workers."
The clash with the Government
The battle for Naples is now moving to the national level. Borrelli harshly attacked the government: "While solutions are always found for the large concessionaires and insurance companies, the response for citizens is impotence. Naples cannot be treated like a cash machine."
Today's demonstration promises not to be an isolated incident. Organizers have already announced new initiatives unless concrete signals are received from the government and the management company.
