Naples launches a Technical Committee to Combat Juvenile Deviance

The Prefect of Bari convenes institutions and the third sector to develop a coordinated prevention strategy, focusing on schools, sports, and urban regeneration. €50 available for anti-bullying projects.

A widespread network to address youth hardship and build inclusion pathways. This is the goal of the Technical Committee established yesterday, January 9th, at the Government Palace in Naples, at the initiative of Prefect Michele di Bari.

The meeting brought together institutions, law enforcement agencies, juvenile justice systems, and third sector organizations to define a shared operational strategy against juvenile delinquency.

Key figures in the guardianship system attended the meeting: Morniroli, Regional Councillor for Social Policies; Imperato, Public Prosecutor of the Juvenile Court; Draetta, Deputy President of the Juvenile Court; and Galano, Campania Region's Ombudsman for Children.

Also present were representatives of the police force, the Regional School Office, the ASL Napoli 1 Centro, delegates of the Archbishop of Naples and the Bishop of Pozzuoli, along with representatives of seven associations active in the area: Community of Sant'Egidio, Con i bambini, Dedalus, Il Quadrifoglio, Era, Centro la Tenda, and Maestri di Strada.

From the Caivano Decree to territorial mapping

The initiative builds on the actions already undertaken by the Prefecture in implementation of the "Caivano Decree," with particular reference to controls against school evasion and avoidance, the fight against alcohol and drug use, and the possession of weapons in areas surrounding schools.

The Technical Committee will be responsible for coordinating and monitoring interventions in the capital and the most at-risk metropolitan areas, facilitating the exchange of information among all stakeholders. Priorities include a territorial mapping of public spaces in need of regeneration to restore spaces for young people to grow and socialise, through public-private partnerships that also involve families.

Schools open and sports at the center

Particular attention will be paid to educational projects for the afternoon opening of schools and to increasing sports participation. On the prevention front, the need for community-based interventions was reiterated, involving entertainment venue managers to address the issue of alcohol consumption among young people. The ASL Napoli 1 Centro, already active with specific projects, will provide technical support along with information and training campaigns in schools.

All third sector representatives present assured their full cooperation to strengthen synergy with the institutions.

Fifty thousand euros against bullying and cyberbullying

During the meeting, a directive from the Ministry of the Interior was announced allocating resources from the UNRRA Lire Fund to projects to prevent bullying, cyberbullying, and combat the misuse of social media. Project proposals, funded up to a maximum of €50 each, may be submitted to the Prefecture by January 19th by public entities or private entities with legal status and at least five years of experience in the sector.

The idea of ​​creating a network to help young people is a good one, but I hope it's actually implemented and doesn't just remain on paper. There are too many promises that aren't fulfilled. We need to act seriously.
