Enzo Napoli's early resignation as mayor of Salerno marks a shift in local politics, with repercussions that could reshape the balance of power between political parties and raise questions about the true autonomy of elected officials.

Salerno – Enzo Napoli has formally resigned as mayor of Salerno, ending his second consecutive term early. The resignation was filed this morning, and after the twenty-day period required by the Consolidated Law on Local Authorities (TUEL), his departure will be final. The municipality will be governed by a prefectural commissioner until the municipal elections, scheduled for this spring or summer.

Napoli, re-elected on October 3, 2021, had informed the councilors of his decision before attending the provincial council meeting, which was renewed on January 11. His departure, anticipated for weeks, paves the way for the possible return of Vincenzo De Luca, former mayor of the city and a key figure in the Campania center-left.

De Luca returns to the forefront

De Luca's name keeps coming up among the possible candidates for Salerno's city council. Former president of the Campania region and a former mayor, De Luca is seen as a strong face of the center-left, capable of restoring local and national balances.

On the other side, the center-right will have to decide whether to back a candidate from Forza Italia, the League, Brothers of Italy, or Noi Moderati, with the possibility of launching a strong coalition candidate. The Five Star Movement and the Green-Side Alliance are still waiting to finalize their strategy.

Criticisms and accusations of "piloting"

The affair has already sparked political controversy. Forza Italia MP Pino Bicchielli, the party's deputy national representative for Local Authorities, has expressed harsh criticism: "The idea of ​​resigning to pave the way for early elections and De Luca's return raises a very serious issue that goes beyond names: it concerns the very idea of ​​institutions that is gaining ground."

According to Bicchielli, "Salerno can't be treated like a vacant seat in a chain of command. A mayor isn't a party delegate, but a representative elected by the citizens. In the absence of a motion of no confidence, a forced exit sends a devastating message: the popular vote is worth less than the leader's decisions."

The parliamentarian calls on the competent bodies to verify the circumstances and determine whether external pressure exists, hoping for intervention from national political forces and the National Association of Municipalities (ANCI), led by President Gaetano Manfredi. "The autonomy of mayors and municipalities is a principle that must always be upheld, especially when citizens' rights and the freedom of a popular mandate are at stake. The Salerno case risks becoming a serious precedent for all of Italy."
