The Teatro San Carlo has its superintendent, and the long legal battle ends in defeat for the City of Naples. The Campania Regional Administrative Court (TAR) has rejected the appeal filed by Palazzo San Giacomo against the appointment of Fulvio Adamo Macciardi to lead the Teatro Massimo. The ruling, published today, confirms the validity of the appointment made last August by the Ministry of Culture.
The administrative judges, meeting in chambers on December 17, declared the introductory appeal inadmissible and rejected the additional grounds, dismissing all objections raised by Mayor Gaetano Manfredi and Councilor Maria Grazia Falciatore, appointed by the Metropolitan City. The decision certifies that there were no grounds preventing Macciardi's appointment.
The clash in the Board of Directors
The matter stems from a political dispute within the San Carlo Foundation's Board of Directors. Manfredi, as its president, and Councilor Falciatore challenged the appointment, arguing that it was the result of two Board meetings deemed invalid by the City Council.
The standoff erupted over a clear divide: on one side, the mayor of Naples; on the other, the majority of the Steering Council, composed of the two ministerial-appointed councilors—Marilù Faraone Mennella and Giovanni Nicoletti—and the regional-appointed councilor, Riccardo Realfonzo, appointed by then-governor Vincenzo De Luca. The latter three members sided unanimously with Macciardi, isolating the mayor's position.

The political conflict sparked a legal dispute involving appeals and counter-appeals that kept the governance of the Neapolitan opera house on hold for months. The Municipality attempted to block the appointment by challenging the legitimacy of the procedures followed by the Board of Directors, but the Regional Administrative Court (TAR) refuted Palazzo San Giacomo's arguments.
Today's ruling definitively closes the matter: Fulvio Adamo Macciardi is now the superintendent of the San Carlo, with the green light from the administrative courts certifying the correctness of the procedure followed by the Ministry of Culture.
